In pursuance of an order of the Hon’ble High Court of Judicature at Madras, Document No. 9647/2019 has been registered in respect of the said property at the Neelangarai Sub‑Registrar Office. In order to safeguard the interest of the rightful claimants and to prevent any attempt for land grabbing activities, upon the agricultural character of the Property, objections have been duly filed before the Chennai Metropolitan Development.
Authority (CMDA), stating that no planning permission ought to be granted in respect of Survey No. 507/1 if any applicant falsely seeks to show a public road passing through this Property. These objections were registered twice before CMDA, under reference numbers M2/3044/2013 dated 08.08.2013 and M2/2078/2018 dated 23.03.2018. Similar objection petitions were also submitted to the concerned officials of the Greater Chennai Corporation and other relevant departments.

S. Santhakumar and Vedagiri, who served as Village Administrative
Officers of Sholinganallur Village‑1 at different periods, are
alleged to have prepared forged records and fraudulently created
false revenue documents in favour of land grabbers. On the basis
of these fabricated documents, the property was unlawfully
alienated and damaged. Departmental proceedings were initiated
against both of them by the Tambaram Revenue Divisional Officer
(RDO) in File RC No. 6830/2008/B.

Against Jeyaraj, Inspector of Police, whose namesake FIR No.
493/1996 was registered at Thoraipakkam Police Station to favour
the land grabbers, departmental proceedings were initiated by the
Director General of Police Thiru. K.P. JAIN IPS under RC No.
194952/GB V(3)/2009 dated 03.11.2009. Several Inspectors attached
to Thoraipakkam Police Station, who allegedly acted in collusion
with the land grabbers and failed to discharge their lawful
duties, were also subjected to departmental action by the Deputy
Commissioner of Police, Adyar, in file No. PR. No. 123/PR(2) South
/2008.

service connection in the name of “Sri Subramaniya Swamy Temple.”
These acts are said to have been carried out in furtherance of the
Property‑grabbing scheme. Departmental disciplinary proceedings
were initiated against them by the Additional Director General of
Police (Vigilance/TANGEDCO) named Thiru. Vanniya Perumal. IPS vide
order dated 21.04.2023.

Alleged “Rainwater Harvesting” Scheme and Artificial Lake
Land grabbers allegedly attempted to convert the agricultural
property into an artificial lake under the pretext of a “rainwater
harvesting project.” In doing so, they are said to have illegally
used explosives, causing significant damage, with criminal
proceedings under the Explosives Act reportedly pending. They are
also accused of sinking multiple bore wells, extracting
groundwater, and storing it to make the land appear as a
lake—potentially violating environmental and groundwater laws.
These acts are alleged to have been carried out in collusion with
individuals including R. Baba Shankar and family, officials, and
associates under the name “Classic Farms.” A contractor, S. Ramesh
(also known as Arvind Ramesh), is also mentioned in connection
with these activities.

Fraudulent Use of Court Records and Registration of FIR
For the purpose of constructing artificial lake bunds on this
agricultural Property, the land grabbers are alleged to have
procured the judgment and decree of the original suit concerning
this property from the Hon’ble Additional Sub‑Court, Chengalpattu,
through collusion and corruption. These court records were
fraudulently represented as genuine and legally valid documents
before the Kancheepuram District Collector, who, on the basis of
such misrepresentation, issued a memorandum permitting the
construction of bunds that transformed the Property into an
artificial lake. Upon discovering the fraudulent nature of the
judgment and decree, the Kancheepuram District Collector sought
clarification from the learned Principal District Judge,
Chengalpattu, and the fraudulent character of the documents was
duly confirmed. Thereafter, by virtue of Office Letter No.
5015/2010/PC1 dated 25.03.2015, the Kancheepuram District
Collector forwarded the complaint to the Superintendent of Police,
Kancheepuram District Crime Branch, and a criminal case was
registered as Crime No. 03/2015 under Sections 466, 468, 421, and
420 of the Indian Penal Code.

The alleged land-grabbing under the guise of a "rainwater harvesting" scheme constitutes crucial evidence of a novel method for illegal land appropriation. The bona fide purpose of a rainwater harvesting project is to conserve and protect groundwater. However, why is it necessary to alter the character of this agricultural land by installing hundreds of deep borewells and mechanically pumping groundwater out to the surface, merely so that the land appears to be a "lake"? The land-grabbers have converted this agricultural field into an artificial tank and carried out these unlawful acts to misrepresent the site — to the government, the courts, and the public — as a genuine "natural lake."
Criminal trespass
Allegations: organised criminal trespass, installation of temporary roads and street lights, intimidation of lawful owner, and misuse of “public” characterisation to justify collective wrong doing.
•The subject land is the subject-matter of several pending proceedings in the courts. Meanwhile, a petition has been filed before the Hon’ble Supreme Court under Section 164 of the BNSS Act, 2023 seeking directions to maintain public order on the said land because clients of certain real-estate companies have repeatedly committed criminal trespass and created public disturbance on the suit property. While that petition remains sub judice, those same persons have audaciously organised a public meeting and a felicitation ceremony on the suit land on 09.09.2026.
•Their conduct reveals the following unlawful mindset: they treat an act as criminal only if committed by a single person, but when the same acts are committed collectively they attempt to characterise the wrongdoing as a “public” issue and thereby justify their illegal acts before the court.
•Instead of pursuing remedies from the real-estate mafiosi from whom they purchased property, these people have targeted the lawful owner of the suit land—against whom they have no lawful claim—and have repeatedly harassed and brow‑beaten that owner. They have illegally installed structures such as temporary roads and street lights on the property and are organising celebratory events to mark this wrongful occupation.
•Whether this scheme will succeed or be defeated remains to be seen. In the meantime, the petitioner (victim) seeks protection of the property and enforcement of the rule of law.

S Aravind Ramesh EX.MLA —Sholinganallur- Land-Grabbing, Illegal Works, and Intimidation
•Victim states that in 2003 one S. Ramesh (now also known as Aravind Ramesh MLA), a private contractor of Sholinganallur, has been engaging in systematic land misappropriation and illicit soil sales, thereby earning substantial sums. He acted as a front for land‑grab syndicates and participated in multiple offences connected to those activities, including offences falling under the Indian Explosives Act.
•While serving as President of the Sholinganallur Panchayat, Ramesh attempted to illegally construct a roadway across the disputed property to frustrate pending litigation and affect title. Court proceedings later caused the authorities to abandon actions to alter the title.
•Thereafter, in furtherance of his scheme to appropriate the land, Corporation authorities again attempted to construct a road on the subject property. To obstruct that attempt, Ramesh’s wife, Ms. Amuthapriya, dug pits along the southern boundary of the property (Survey/Plot No. 508/2 A1C1C) and filed W.P. No. 3776/2014 in the High Court seeking an injunction against road works.
•Subsequently, Ramesh changed his name to Aravind Ramesh and was elected as a representative from the Sholinganallur Assembly constituency. He has since misused his official position to promote and facilitate unlawful works on the disputed land, including construction of roads, installation of street lighting, and provision of other civic amenities, all intended to effect illegal possession. These activities have been advanced by concealed and corrupt means.
•Ex.MLA.Aravindh Ramesh has repeatedly attempted to seize the property by various means. On 09.09.2026 he organized an unlawful assembly at the site. The complainant’s written complaint to the DGP regarding these acts was received by the accused, who has acknowledged its receipt.
•The accused has also instigated real‑estate clients and other persons to create disturbances and intimidate the complainant and local residents to facilitate illegal occupation.
Organised criminal trespass by trespassers, tending to or breaching the public |
Real‑estate syndicates, acting unlawfully, acquire agricultural parcels at depressed prices notwithstanding the absence of lawful access roads. Thereafter, in collusion with corrupt officials and intermediaries, they fabricate or procure forged documents purporting to establish road access, and rely upon those instruments as if they were genuine. By means of corrupt influence, these syndicates obtain planning approvals from the Chennai Metropolitan Development Authority (CMDA) that are unlawfully procured, and proceed to develop and sell residential units.
Purchasers of those units, aware or unaware of the defective title to lawful access, enter upon the agricultural land and commit acts of trespass and other illegalities. When complaints are lodged to restrain and remove such unlawful occupations, the purchasers organize themselves and stage collective disturbances under the guise of protest, thereby disrupting public order. Laboring under the mistaken belief that widespread participation in unlawful acts will afford them legitimacy from the government or judiciary, these purchasers persist in trespass and related offences.
Although the purchasers were induced to buy by the syndicates’ deceptive practices, they have not initiated any legal proceedings against the fraudulent sellers. The purchasers are therefore fully accountable for the unlawful consequences that ensue from their continued occupation and conduct.
