§Village Administrative Officers (VAOs)
S. Santhakumar and Vedagiri, who served as Village Administrative Officers of Sholinganallur Village‑1 at different periods, are alleged to have prepared forged records and fraudulently created false revenue documents in favour of land grabbers. On the basis of these fabricated documents, the property was unlawfully alienated and damaged. Departmental proceedings were initiated against both of them by the Tambaram Revenue Divisional Officer (RDO) in File RC No. 6830/2008/B.
§ Police Officials
Against Jeyaraj, Inspector of Police, whose namesake FIR No. 493/1996 was registered at Thoraipakkam Police Station to favour the land grabbers, departmental proceedings were initiated by the Director General of Police Thiru. K.P. JAIN IPS under RC No. 194952/GB V(3)/2009 dated 03.11.2009. Several Inspectors attached to Thoraipakkam Police Station, who allegedly acted in collusion with the land grabbers and failed to discharge their lawful duties, were also subjected to departmental action by the Deputy Commissioner of Police, Adyar, in file No. PR. No. 123/PR(2) South /2008.
§Chennai Metropolitan Development Authority (CMDA) Officers
Two officers of the Chennai Metropolitan Development Authority were subjected to departmental disciplinary action by the then Member Secretary for their role in facilitating or condoning irregularities relating to the subject Property.
§TANGEDCO Officials
In connection with the unlawful construction of a temple structure through trespass on part of Survey No. 507/1, R. Gopu, Assistant Executive Engineer, TANGEDCO, Sholinganallur, and D. Prema, Assistant Engineer, allegedly illegally changed the electricity service connection in the name of “Sri Subramaniya Swamy Temple.” These acts are said to have been carried out in furtherance of the Property‑grabbing scheme. Departmental disciplinary proceedings were initiated against them by the Additional Director General of Police (Vigilance/TANGEDCO) named Thiru. Vanniya Perumal. IPS vide order dated 21.04.2023.
§Alleged “Rainwater Harvesting” Scheme and Artificial Lake
In an attempt to covertly convert the agricultural Property into an artificial lake under the false guise of a “Rainwater Harvesting Project,” land grabbers are alleged to have smuggled in dangerous explosives, unlawfully manufactured and used them, and caused significant damage to the Property. Criminal proceedings under the Explosives Act are reported to be pending in respect of these offences.
In addition, by sinking hundreds of bore wells into the agricultural Property, pumping out groundwater, and storing it in such a manner that the Property appears as a lake, the accused are alleged to have committed offences under the relevant environmental and groundwater‑regulation laws. These acts are said to have been carried out in collusion between the land grabbers R Baba Shankar, his wife Bhanumathi Baba Shankar, his son Rajesh Baba Shankar, then Kancheepuram District Collector Venkatesan, IAS and M.B. Nirmal of Exnora International, all acting under the banner of “Classic Farms” for “Rainwater Harvesting.” In Connection with this a Contractor named as S. Ramesh who is now Sitting MLA at Shollinganallur named as Arvind Ramesh.
R. Baba Shankar, through Classic Farms, has also prepared a short film titled *“The Lake”*, which contains supporting evidence of the activities carried out on the Property and is treated as an implied admission of the unlawful conversion of agricultural Property into an artificial water body. The short film is annexed to the present record.
§Fraudulent Use of Court Records and Registration of FIR
For the purpose of constructing artificial lake bunds on this agricultural Property, the land grabbers are alleged to have procured the judgment and decree of the original suit concerning this property from the Hon’ble Additional Sub‑Court, Chengalpattu, through collusion and corruption. These court records were fraudulently represented as genuine and legally valid documents before the Kancheepuram District Collector, who, on the basis of such misrepresentation, issued a memorandum permitting the construction of bunds that transformed the Property into an artificial lake.
Upon discovering the fraudulent nature of the judgment and decree, the Kancheepuram District Collector sought clarification from the learned Principal District Judge, Chengalpattu, and the fraudulent character of the documents was duly confirmed. Thereafter, by virtue of Office Letter No. 5015/2010/PC1 dated 25.03.2015, the Kancheepuram District Collector forwarded the complaint to the Superintendent of Police, Kancheepuram District Crime Branch, and a criminal case was registered as Crime No. 03/2015 under Sections 466, 468, 421, and 420 of the Indian Penal Code.
